This small city in the heart of PA Dutch Country is world known for its rich early American history, Amish and Mennonite populations and, now, for boasting the most CCTV cameras per capita than any city in the United States! Film maker Sam A. Ettaro explores the politics, big business and grass roots activism that are coming to blows over the advancement of a digital surveillance state and the perceived loss of individual freedoms. Ettaro goes directly into Lancaster City Hall, confronting local authorities, leads street protests, and interviews experts and politicians on the subject of private public surveillance systems and the business ties behind the scenes.
